Subsequently, the company organized workers to work overtime, finished the shipment on schedule, and was ready to export to Germany in early February this year.

Where the other party refused to import, the reason was that the leather shoes did not confirm the chemical composition of the raw materials according to the EU REACH regulations, and could not provide test reports to prove the shoes.

There are no aromatic substances and six chromium compounds in the bottom and leather.

At present, these shoes are still in detention in Nanjing, and Nanjing entry exit inspection and quarantine bureau is conducting relevant tests.

Liu Hongbin, director of the REACH consulting service center of Jiangsu inspection and Quarantine Association, said that in June 1st last year, the EU REACH regulations pre registration was officially launched.

This is a mandatory regulation for preventive management of all chemicals entering the market in the EU. Relevant agencies will carry out registration, testing, evaluation and market access for about 30 thousand kinds of chemicals.

The downstream products of these chemicals, such as textile, rubber, electromechanical, etc., should be confirmed or pre registered according to the actual conditions of the substances, if the raw materials contain chemical components.

"In the past, the focus of REACH focused more on chemical enterprises, and light industry enterprises should also attach importance to REACH."

Liu Hongbin said that some dyes, additives and so on in textiles, light industry and electromechanical products will inevitably contain chemicals.

"For example, if a garment contains a variety of chemical dyes, its exporters must inform the EU about the inventory of these raw materials. If these raw materials are not registered through REACH, they will not be able to export to the EU, so clothing companies will only be able to purchase raw materials from registered enterprises in the future."

He estimated that there were nearly 3 enterprises in Jiangsu, including light industry textile, medicine, electronics, electrical and mechanical industries, which would use the downstream products.

Liu Hongbin said that last November 30th was the deadline for pre registration of REACH regulations. However, there are still some chemical exporting enterprises in our province not yet pre registered, facing the embarrassment of products being unable to enter the EU market.

However, at the moment, the EU is accepting the pre registration of manufacturers or importers for the first time to export to the European Union. Enterprises should take the time to make up the "tickets" to enter the EU market.
